The zoo originally had just a few animals: a lion, a leopard, a giraffe, two antelope bills, a baboon, two rhesus monkeys, two porcupines, and a golden eagle. Later on the first enclosure was built for two young lions by the town council and in 1910, a bandstand was built to host a concert. A stone elephant and rhino house was built from 1913 to 1915 and the zoo purchased one Asian elephant and one Bactrian camel which were trained for rides.

In the 1960s visitors wanted to see many animals and more natural enclosures and then the city started to make long-term plans to grow the zoo. The first Johannesburg Zoo Tickets were charged in the year 1961 and it was free for people below the age of 16.
